He might be the favorite to defend the title against Cody for a major reason.

It was recently confirmed that Cody and Roman Reigns will be seen in a movie named 'Street Fighter' together, donning different characters. The shoot for the same is likely to happen after SummerSlam, which could potentially make Rhodes a part-timer. Although reports suggest Cody to make a big effort to be regular in WWE, it might not be possible for a few weeks.
