Stone Cold Steve Austin might walk into the elite list, as there's probably none who helped WWE more during its boom period. In the Attitude Era, he was the face of the company and helped the growth of company grow immensely. His major opponent in the period, The Rock, could make a case for himself to be in the conversation.
Since 1999, his popularity has grown, and the fans have started to like him. The People's Champ has been a key part of WWE's growth since joining Hollywood. Another wrestler related to Hollywood and did a lot for the business would be Hulk Hogan.

In the 2000s, he wasn't the same force, yet he helped the business well.
John Cena might surely be in contention, as he carried the company after big names like Stone Cold and The Rock left. He was instrumental in WWE going PG, as a lot of kids and women wanted to see him. Quite contrary to his face persona, Roman Reigns' heel persona as the Tribal Chief helped the business.
In the pandemic era and beyond, he was key in the revival of the company's business. There could be a case for other big stars like The Undertaker, Shawn Michaels, Bret Hart, and Ric Flair, who were highly popular. However, none of them had as big an impact on the business as the above-mentioned stars.
