Randy Orton stared at Cody Rhodes' world title on WWE Smackdown. During their conversation, Randy kept on looking at the title as if his voices had something to say him inside his head. It has been a case for the last few months. There is a chance of Randy turning against Cody in the next few weeks ahead of WrestleMania.
Randy Orton returned to Smackdown for the first time since Summerslam. He had a feud with Gunther which did not go well for him. After Bash in Berlin, Randy shifted his focus to fighting the Bloodline. He seems to be clearly up for the world title by giving teaser on having an eye on Cody's world title.

It has been happening ever since he came to Cody's assistance at the Clash at the Castle. He did something similar on Smackdown a few weeks after Castle. For a few weeks after it, Randy did not have his focus on the title. After Summerslam, he addressed Gunther who did not beat him clean at the King of the Ring.

The time might have come for Randy to become a world champion. 2025 is going to be exciting for WWE with it being the farewell tour of John Cena. Some of the best matches are likely to take place in the period. A Randy vs Cena match is around the corner.
To raise the stakes higher, it could be a WrestleMania Main Event match with title on the line. For that to happen, Randy clinching the title away from Cody Rhodes would be a proper booking decision. It looks like WWE has ben teasing towards it for the last few months.
Cody might still be relevant without his title. There has been a teaser towards him being involved in the Bloodline story till the Survivor Series. He might not be done with the faction yet. Even after the Survivor Series, the Bloodline could still go after him. Randy getting the title would be a good booking.
