US Democrat congress leader Bill Foster is planning to announce a new bill that allows the US government to track down the AI processors like Nvidia chips manufactured in the US, and their destinations. Previously, a US senator from Arkansas named Tom Cotton announced his own chip security act to track the AI hardware. In less than 24 hours since the bill has passed, the Democratic congressman wants the bill to be implemented all around the country.
This new legislation will keep the american hardware from falling into their rivals like China. In the press release, Cotton said, “We must do better at maintaining and expanding our position in the global market, while safeguarding America's technological edge. With these enhanced security measures, we can continue to expand access to US technology without compromising our national security."

The US Chip Security Act to counter China
This new chip security act will track the chips that are exported outside the US. They also should inform the Secretary of Commerce about the location, industry, mechanism and destination. The american government is more concerned about its chips being used by rivals in China.
The geo tracking will be on products like 3a090, 3a001.z, 4a090, 4a003.z or any similar numbers. High-end Nvidia GPUS like the RTX 4090 will be classified as ECCN 3a090 and 4a090. The bill also includes the Department of Defence to study the newly developed security mechanism.
Nvidia has publicly said it can’t track the chips after they were sold. TSMC, the key producer of Nvidia chips, was fined $1 billion last month after their chips were found in Huawei's processor. Tracking AI chips after they were exported to other countries is difficult. Many claim the US government’s concerns about a security threat regarding AI chips are silly, and it is not possible for any chip producer to control everything that goes out of the United States.
