Drew McIntyre and Kevin Owens could be a part of The Rock and John Cena's stable. The duo will be willing to sell their souls, similar to Cena, and have a common interest. Drew has teased his joining the stable through cryptic messages and actions. KO and the Scottish Warrior could ensure the strengthening of the stable.

On WWE Raw's Netflix Premiere, The Rock shared a beer with Cody in the parking lot. Before he could do that, the Final Boss conversed with McIntyre. It seemed like Drew had a secret message for the People's Champ, as he whispered something in his ear. In the past, Drew mentioned how key The Rock was in ensuring the extension of his WWE contract.
All these are probable hints about his future actions, which could align with The Rock and Cena. While he has nothing with Cody, McIntyre will be willing to do everything to get closer to a shot at the world title. If not for the Undisputed WWE Championship, Drew would be fine with the World Heavyweight Championship.
Why would Kevin Owens join The Rock and John Cena?
On the other hand, KO has had troubles with Rhodes since Bad Blood. The fact that the American Nightmare partnered with Roman Reigns in the PLE did not sit well with him. The Rock and KO both are against Roman and Cody, which means a common interest.
At the Royal Rumble, Cody celebrated his win after nearly ending Kevin. While KO momentarily shifted his focus towards Sami Zayn, he might retract to try and cost Cody in bad ways. The best way for him to have the last laugh at Cody would be to have external support.
Individuals as big as The Rock and Cena might be helpful in his mission. Unlike Drew, KO's focus might not be the world title. Both Drew and Owens make a good case and reason to join a potential stable. It might be needed for them to tackle a potential combined force of Cody, Roman, Jey Uso, Jimmy Uso, and Sami Zayn.
