Some of Cena's biggest Wrestling rivals are Edge, Randy Orton, CM Punk, The Rock, Triple H, Brock Lesnar, Kurt Angle, AJ Styles, Umaga, Batista, Seth Rollins, Cody Rhodes, and so on. Among them, Cena has already faced Orton, Punk, and Cody enough in his retirement tour. He is set to have a feud with Brock in the next few weeks.

Styles, The Rock, and Seth are the only major stars who are left for Cena to face in his retirement tour. The Phenomenal One might unfortunately not feature in Cena's retirement tour. Hence, the best chance for WWE to use Cena's last opponent would be The Rock or Seth.
Why Seth Rollins is a credible last opponent for John Cena?
There could also be a case for Cena facing Bron Breakker, Gunther, or Drew McIntyre in his retirement match. However, it makes a good case for Seth to be Cena's final opponent. He's the leader of the Vision and him retiring Cena could act as a big leverage for the faction's future.

Rollins is regarded as WWE's big guy for the rest of the 2020s, along with Cody. As Cena already put Rhodes over at SummerSlam, it makes a fine case for Cena to do the same with Seth. While The Rock could also be a good choice, him not being a full-timer would not benefit the match.
