On the November 14 episode of SmackDown, Jimmy Uso joined the Babyface team as the 4th member for the War Games. Given that Roman Reigns is scheduled to be a part of the Survivor Series, John Cena might potentially be ruled out of the War Games.
There could be a case made for his participation in the case of an injury to one of the members of the Babyface team. Cena, however, took to X and came up with a tweet, claiming he would have a match in his final appearance on Raw at MSG.
"Over 23 years, you've allowed me to have 544 matches on #WWERaw. The most in WWE history. My favorite match is my next one! Which will be our LAST ONE! Don’t miss our last chance to grace @TheGarden ring as we say farewell to RAW live, Monday night on @netflix at 8 PM ET!" wrote Cena on his latest post on X.
Will John Cena defend his IC Title on Raw and Survivor Series?
There is a good chance of him defending his IC Title in a potential Open Challenge match of sorts. While it's hard to say against whom it could be, The Miz could be a candidate. There is also a possibility of him having a small faceoff with a returning Gunther, who is rumored to retire him.

Given the IC Title run Cena is set to embark on, it seems unlikely for him to feature in the War Games, especially as both CM Punk and Cody Rhodes, the two world champions, are also involved in it. Hence, Cena might defend his IC Title at the Survivor Series.
