The Karnataka Government has blamed RCB for the mismanagement of the IPL 2025 Victory Celebrations from Vidhana Soudha to the M Chinnaswamy Stadium, leading to the Stampede incident in Bengaluru. In their official status report filed to the High Court, the state government claimed that RCB, along with DNA Networks Private Limited and the Karnataka State Cricket Association (KSCA), unilaterally decided to hold the celebration.
The Karnataka government claimed that neither a prior consultation from police nor necessary permissions were taken for the event. In their report, the Karnataka Government pointed out that RCB had posted a video in which Virat Kohli claimed that the team intended to celebrate the win with the fans on the 4th of June 2025.
"The RCB Management, in association with its event management partner, DNA Networks Private Limited, and the Karnataka State Cricket Association (KSCA), unilaterally decided to hold the victory celebration without prior consultation with the police and without obtaining the necessary permissions or license for such celebrations," the official status report claimed.
Subsequently, on 04.06.2025, at 8:55 am, the RCB shared a video clip of Virat Kohli, a prominent player of the RCB team, on RCB's official handle @Rcbtweets on X, in which he stated that the team intended to celebrate this victory with the people of Bengaluru city and RCB fans on 04.06.2025 in Bengaluru," the official status report added.

The statement further claimed that RCB had not come up with a prescribed format for permission and pointed out the Licensing and Controlling of Assemblies and processions (Bangalore City) Order, 2009, to back their claims against the popular IPL franchise.
