Finn Balor could be the new leader of Judgement Day. As a faction, the Judgement Day believes in no leaders. However, without their knowledge, there has always been a leader in the faction. When it started with Edge, Damian Priest, and Rhea Ripley, Edge was the leader. When he was kicked out, Damian became its leader. As of now, Finn seems to be the new leader.
It is a bit ironic as Damian and Mami were kicked out of the faction for being leaders on their part. Finn could actually be the same. The way he takes center stage during the entrance and the way he calls the shots on the moves, one could not help but wonder if Balor could be the new leader. It might not be good for Balor in the future.
Whenever a leader from Judgement Day emerges, they have been taken out. Edge, Priest, and Mami are examples of it. Finn was one of the main reasons behind the implosion of the old Judgement Day. If the members of the faction find Finn similar to Damian, they could do something they did with the Terror Twins during SummerSlam.

However, there is also another argument. Finn has been taking care of Liv and the rest of the members like his family. In the latest episode, Finn saved Liv from getting beaten by Mami. He could be grateful for her who ensured he and JD got a title match at the tag team titles. Balor has stood up for all the members of the Judgement Day whenever something happened to them.
Moreover, Damian acted like a leader in the faction after becoming the world champion. He wanted to prove himself as a workhorse champion ignoring the rest of the members of the faction in the process. So far, Finn has not done something like it. But in a long-term storyline, it could be interesting if the former world champion becomes a prey of his own plans.
