It might not be a disputed pick as there are not many better heels than Dom currently. The fact that Dom has not featured in an official match in a PLE for a long time sums up his impact as a character.
While many heels are intimidating, none can manage to inflict a heartbreak like Dom did with Rhea Ripley. Dom was instrumental in Liv Morgan winning the world title and eventually falling for him. Dom played a key role in the implosion of Judgement Day as he hurt one-half of the pillar of the faction. The record gets impressive as one keeps on talking about Dom.

Dom claimed himself to be the greatest heel of all time. Bianca Belair and Jade Cargill picked Dom too and agreed to the fact that he has been bad for a consistent period.
Peak heel moments of Dirty Dom
Karin Kross picked Dom and claimed him to be a rocking son. The Awesome Truth duo did not disagree with the list either. The Miz remembered the segment where Dom came to the arena at WrestleMania 39 in a police jeep. He felt that was like a peak moment of a heel. Dirty Dom remembered how he threw water at his sister during the match.
Dom was already a big heel when he attacked his father to join the Judgement Day in 2022. But he became an even bigger heel after betraying Mami to become responsible for the implosion of the Judgement Day at SummerSlam. Dom has been getting booed by the fans the loudest by any wrestler for a long period now.
