WrestleMania 28 sold the highest PPVs in the history of WWE, according to many sources. It was easily the most hyped WrestleMania Main Event match of all time. On one side was WWE's workhorse and its Babyface, John Cena, who had carried the company on the back of his shoulders from 2005 to 2012. 2011 was the year The Rock returned to WWE and changed a lot of dynamics.
His match with Cena was announced a year before WrestleMania 28. Cena and The Rock had a year to work together to make it a special event. Both Cena and The Rock spared no way in which WrestleMania could be promoted. Their promos, segments, matches, and faceoffs were top-notch. Their eventual WrestleMania match lived up to the expectations, making it one of the most memorable WrestleMania experiences.

The Final Boss wanted to face Roman Reigns for the world title at WrestleMania despite Cody Rhodes having the merit of choosing his opponent after winning the Royal Rumble. It led to fans creating the 'We Want Cody' movement, which forced The Rock and Co. to change their plans.
During the WrestleMania XL kickoff show, Cody chose Roman as his opponent, and The Rock officially turned heel for the first time in over 2 decades. In the leadup to the match between Roman and Cody, The Rock smashed Rhodes with a belt, trolled him by performing a concert, ensured a tag team between him and Roman against Cody and Seth Rollins, and ensured a Bloodline Rules match for the Main Event of Night 2.

Given how things were going, there was not a lot of excitement among the fans regarding the major PLE of the year. But things were to change as soon as the Final Boss was back in it. In fact, his involvement in WrestleMania was a big question mark in itself. The Rock came with a bang and changed the entire scenario.
The People's Champ first asked Cody to sell his soul on WWE Smackdown a few weeks ago and waited for his reply at the Elimination Chamber. As Rhodes refused his offer, the Great One ensured Cena turned heel for the first time in over two decades.
